'This tearing down has got to stop': Preservation group wants to halt ...

BELLEVILLE -- The leader of a local historic preservation group is hoping to stop the demolition of an 1876 home near downtown.

Larry Betz, president of the Belleville Historical Society, is gathering signatures in support of saving the property at 804 E. Washington Street, part of a Belleville historic district. He'll then seek a court order to stop the demolition.

The city started paying attention to the property, which has been vacant for several years and is now in foreclosure, when neighbors complained about its condition last year, according to Jennifer Gain, the city's director of Health, Housing, Building and Zoning. When a city building commissioner found structural issues, city staff tried to find an owner and ask the person to fix it, but it was in foreclosure. Because no one was going to work on the property, the city filed a lawsuit for condemnation.

Betz said he didn't know about it until a couple of weeks ago when city leaders were discussing bids on the demolition of it and several other structures. He talked with the mortgage company, which he said is willing to donate it to his organization. He said he has a verbal agreement from a bank for a construction loan. He thinks the group could start rehabbing immediately if they are able to save the building. They'd like to fix it up and rent it out as a source of income for their organization.

Eckert said he appreciates Betz's interest and motive in the situation. But if a judge were to stop the demolition, he said, "I would like to see the judge get a timeline from them because those neighbors don't deserve to see that house sit vacant in its present condition."

When the building was put on the demolition list, the city followed its standard procedure when dealing with historic properties by alerting the Belleville Historic Preservation Commission. The commission is advisory and the city can go against its advice, but the commission granted its approval of this one.

So, the city could own the property later, but Eckert said city leaders have no plans to put anything there. Elizabeth Richards lives across the street from the house slated for demolition. She signed Betz's petition in favor of saving it.
